Abstract

ABSTRACT

This research work has been carried out with a view to addressing the issue of an investigation of the use of information technology in the operation of two academic libraries; a Survey of Application of Information & Communication technology (ICT) in the operation of two University Libraries Bayero University Kano and University of Maiduguri. The work may also be useful to the researcher in this area. It emphasizes much on the statement of problems, scope of the study, instruments for these data, the following discoveries were mad:

(a) Finance has been a mjor source of hindrance to the use of these ICT’s in academic Libraries.

(b) The level of staff awareness of the benefit of the use of the new ICT is low

(c) There is lack of well trained man power to handle these technologies

(d) Finally, conclusion was drawn and recommendation were also made and if considered by the authorities. It could help to revamp the state of academic libraries towards the use of these information technologies.

Introduction

INTRODUCTION

1.1 Background to the Study

The use of information and communication technology (ICT) system on libraries and information centers is now common place in the world over. It is used to accomplish a variety of functions in libraries such as maintaining and providing access to the catalogue of collections managing the issuance and return borrow of borrowed materials, the acquisition of new materials, control and maintenance of serials, rendering of retrieval services and allowing the retrieval of information form data base relating to bibliographic data; financial or numeric data to even the full text of documents.

The current shift from the ager long conventional means of providing library service to technological approaches necessitates by advancement in computer technology, telecommunication systems and the integration of both have given rise to a new digital paradigm know as information communication technology(ICT). The radical impact of ICT show’s evident in digital application of house hold and office appliances such as a digital telephones, computer and printers, fax machines, cable networks and television call phones, projectors etc in the education sector is bridging the gap of research scholar and his users and library resources.

The value brought about by this marriage is the fact that the technical developments in the field of microelectronic has not only made the activities of ICT possible, but has made unimaginable lost. For example, a student in higher institution in Lagos can send and receive information from a student in far away Sokoto through e-mail, telephone or facsimile without having to travel to Sokoto.

Recent advances in computing and ICT have transformed the contemporary academic library some decades ago, some libraries, documental lists and archivists accomplished their duties by using reference and working manually, catalogue cards, microfilms depending on the technical and human resources capacity of service, some other devices or equipment.

During the 1970’s mini-computer began to make ways into individual libraries and by 1980’s, we witnessed the micro computer being applied to library systems. Micro-computer can perform most of the information handing functions traditionally and retrieval.

Furthermore, computer processing of information has become routine in the technological world (computer are applied for generation causing word processing) through composing, printing, abstracting indexing and literature searching. The number of variety of databases availability on-line is increasing daily. Many of these database has become searchable on-line it shows all they say that is going to be big success in academic libraries infact, it is likely to replace micro forms almost entirely.

Optical disc has the most significant advantages of random access capability and many also have a cost advantage, since they can be adopted to existing mini or micro computer installations. The “new comers” into the information technology which one would want to process their uses and need information services in academic libraries, such as electronic mail (E-mail) internet, facsimile (Fax) and World Wide Web (www) which are latest innovation.

These latest innovation could go through any part of the globe within seconds. The term “information super high ways” has become the metaphor for describing the evaluating telecommunications infrastructure that link libraries, homes, business, school etc to each other. It is a super web communications network such as computer, databases and consumers electronic that put vast amount of information at user’s finger tips. In many areas, satellite telecommunication system can also play an extremely useful role.

On-line literature searching is generally carried out using national or international telecommunication network. For instance, if Bayero University Kano uses NASA’s application technology and communication satellite No. 1 (ATSI), this net network can link any other university. The academic library has a role to play since it can use such networks and facilities to move information quickly to staff, student and also researchers, using a system like PROFS (the IBM professional office sytem). The academic library can send electronic notes or messages to patron information of new additions in the same way; users can send messages to libraries through their terminal.

Furthermore, information references can be down loaded from on-line system and sent to mail boxes of selected staff members to the academic libraries or researchers.

As the academic libraries in the developed world tragic ahead with the information technologies, the Nigerian academic libraries are several steps backward. Although libraries in their own effort are still clamoring for changes in the traditional styles of information, but it has not yielded the desired results. Even what could be regarded as the “old technologies” like micro form photocopier, photographs etc are not common in academic libraries in Nigeria. The libraries are still very much involved with the technology of book and it problem of physical organizations.

Information technology has brought tremendous changes in libraries and information centers. These changes have no doubt brought about new ways of doing things, the type of services and rate which they are offered. It has also given a competitive edge to libraries and information centers that has adopted it and made them leaders in the profession. The advantages of applying these information and communication technology system to the academic library system is technology the spending up processing and the work how, greater accuracy, efficiency consistency and improved work control reduction of repetitive boring clerical chores and consolidation of input.

An academic library, which caters for, the needs of those engaged in academic purists in library institutions. Academic library with aim of administering prevailing knowledge in different field of human endeavors

According to Bello A.M. (1998) the nucleus of the library was formed on the 3rd of February 1964 soon after the movement of Abdullahi Bayero college (of Ahmadu Bello University, Zaria) to it temporary site at the old Air port Hotel. The library began in a single room apartment, but was soon moved in to a larger wing of the main block of the hotel. It initial stock consisted of 1,135 books (covering Arabic, Islamic studies, History and English) and some sixty five journals titles. Thus, the original objectives of the library were to support the programme of the college through the provision of educational materials and information services for under graduate studies (later including preliminary studies) as well as research materials for the teaching staff with a seating capacity of 18 readers, the library could comfortably seat 50% of total student population of thirty seven. The first college librarian was Gerald Tibbet who was also an Arabist.

When the college moved to the present old campus in March 1968, the main library building was ready for occupation. The building was constructed from grant of 225,000 donated to the defunct Northern Nigerian Government by the British Government. In April 1969, while delivering this at the opening ceremony of the building, Professor Ishaya Audu, (the then Vice Chancellor of ABU) predicted that, “a university for Kano state is therefore only a matter of time. It is not conceivable that Abdullahi Bayero College… may well form the nucleus of that future University of Kano State.” This prediction materialized seven years later, i.e in 1976

A lot of changes took place in the country in general, and at Albdullahi 0Bayero College in particular during the second decade after independence. The most significant of these occurred between 1975 and 1977. The Federal Military Government in mid-1975 announced the takeover of then existing regional universities and the creation of seven new ones. Among the seven was Abdullahi Bayero College, which in October 1975 was upgraded to a University college, it became a full-fledged university two years later. The library equally changed in status to become a University Library.

Following the changes, new faculties were established. The library accordingly drew up both short term and long term programmes in order to meet the immediate and future needs of the existing and anticipated faculties. In this connection, there was an urgent need for more space, materials and staff. There was a need to chart plans for a new library building at the new campus. To create more space for the library to expand, the teaching department and administration unit had to move out to their new buildings. Five reading halls were created and furnished with steel shelves and study carrels to accommodate 70,000 volumes and 300 users. A few years later, the administrative unit of university moved to its new building with in the same (old) campus. This enable the library for the first time to occupy the entire building for it use. It was also during this period the new sections such as Documents, Nigerian, and Bindery units were formed.

The library is founded by the university itself according to the law that established the parent institution. It is also benefits from the photocopying services rendered to its users. The library serves the community in which in which it is located, students and staff of the university Reference services staffed by a professional are offered between 8:30am and 4.00pm daily, from Monday to Friday.

In line with this therefore, the Federal University has he following objectives

a. To encourage the development of the learning and hold out to all persons without all persons without distinction of race, creed, sex or political convictions, the opportunity of acquiring a higher education.

b. To establish appropriate relationship with other national institutions training, research and development of technologies.

Ramat Library was established dated back to 1972 of the then North East College of Art and science (NECAS), Maiduguri. At the early stage of operation, the college operated at the state Government College site. The academic work started in September 1973 at the time when equipment and items of furniture were delivered or made available to start building a modest Library of one government quarters as its temporary site.

In April 1974, the college moved to it permanent site in Maiduguri, Bama road where the library operated from two (2) different locations. A building which stands block 2 and 5 serve as a Reader’s services Division. The capacity of the building was about 5,000. The arrival of the books started in September 1973 and by April 1974 the collection has risen to 20,000 volumes of books.

Meanwhile, the total number of collection rose to 317,330 volumes of books in July 2013.

At the formative years, the objectives of the library closely related to that the college. The objectives were to provide basic studies, training and research in art, science and some vocational and languages for the purpose of University entry requirements and to offer course of sub-degree level in those subject with the sole aim of providing services to the community.

The objectives of Ramat library are to enable students and researchers to know the importance of library and it functions. Furthermore, it aims to educate library users on how to exploit information in the library.

The functions of Ramat library are as followed:

i. To provide books, periodicals and other materials in support of the learning process that is, materials for student course work, assigned reading for self essays, term papers and projects.

ii. To provide materials to assist the library users in his or her own personal self development.

iii. To provide materials for those involve in research especially faculty specialists and post-graduate students

iv. To co-operate with other universities libraries with a view to developing a network of academic library resources which are at the disposal of all the students and teaching faculties.

v. To meet the specialized information needs of the community with in which the university is situated.

vi. To be a store-house of knowledge that is place where knowledge can be obtained

vii. To disseminate existing and new information.

In 1976 the Ramat library was established as university library from the defunct North East College of Art and Science. (NECAS), it inherited 19,000 volumes of books and 500 periodicals, title which formed the nucleus of the library. Despite the financial constraints confronting the library over the years as at the time of compiling this report, the total collection stands 317,330 volumes of books and periodicals.

The organization of any University is considered in the light of structure of the university it serves. T he university library complex is made of the main library and four branches libraries. The Ramat library which is the main library was inherited from the defunct North East College of Art and Science (NECAS) and occupies a two floor building. The branch libraries are the Harold Searborough Medical library located at the teaching hospital, the Aminu Kano Law Library situated at Hamdu Alkali Court, the Agro-vet library situated at faculty of Veterinary medicine and Arabic and Islamic studies library, located in block 2.
