The correct answer is C, metonymy. Not metaphor. Metaphor compares without the use of as or like. Eg, the land is a giant whale. Metonymy describes something using an object closely related to it eg, there were more skirts in the church today than trousers. Meaning there were more girls than boys. Same with the pen is mightier than the sword.
