Tawhid means monotheism, meaning that there should be no partner set up with Allah.
Taqwa on the other hand means fear, piety, love of Allah. A person can fear or love God and still associate partners with him.
E.g: I can love my mum and still say my aunt as my mum, thereby associating partners with my mum( in essence saying my mum and aunt are both my mum).
