Murtala/Obasanjo was the first to successfully transfer power back to civilian in 1979 after the constitution drafting committee, headed by chief Rotimi Williams, submitted the drafted constitution to the president and has been reviewed by the constituent assembly, headed by Justice Udo Udomma.
