D is absolutely correct you guys keep me wondering if you offered govt. In school at all because it is obvious A is a an argument in favor if there isn't an opposition it certain the ruler will eventually turn out to be a dictator N.B D is correct

Both options (A & D) are correct but according to the rule, the most correct option should be chosen. 'A' is correct but 'opposition' also has its advantage. 'D' is the most correct option because 'costly to operate' does not has any advantage. Pls inbox if i have made any mistake.

for those thinking about 'A'... An opposition government is favourable for the purpose of checks, the other party would always be on guard not to f**kup or commit any blunder that would desecrate their name, and result in their overthrowing thereby resulting in electing a new government.
So... its not a total demerit, as option A possesses two options and most definitely having a positive and negative (as my government teacher back then use to tell us that anything that has a merit... has a demerit, and vice versa(also my economics teacher too).
