Here are five significant factors that have contributed to the weakening of government institutions in many West African States:

1. Frequent Military Interventions

The history of many West African nations, especially in the post-independence era, has been punctuated by coups d'état. Military rule often suspends the constitution and dissolves democratic structures. This "truncation" of political development prevents institutions from maturing and creates a culture where force, rather than the law, is seen as the ultimate authority.

2. Systemic Corruption and Nepotism

When appointments to key institutional roles are based on ethnic affiliation or political loyalty rather than merit, the efficiency of that institution declines. This "prebendalism"—the use of state offices for personal or communal gain—drains public resources and ensures that institutions serve the interests of a few powerful individuals rather than the general public.

3. Excessive Concentration of Power in the Executive

In many states, the "Strongman" syndrome persists, where the Executive arm overshadows the Legislature and Judiciary. When a President has the unilateral power to appoint the heads of the electoral commission, the police, and the courts, these bodies often become "appendages" of the presidency, losing their ability to act as independent checks and balances.

4. Poverty and Economic Underdevelopment

A weak economy directly translates to poorly funded institutions. When civil servants are not paid living wages and government agencies lack the basic tools to function (such as digital databases or reliable electricity), they become susceptible to bribery and inefficiency. This economic vulnerability makes it difficult for institutions to resist the influence of wealthy political "godfathers."

5. Influence of External Non-State Actors

In some regions, the presence of insurgent groups, extremist organizations, and transnational criminal networks has undermined the state's monopoly on force. When the government cannot provide security across its entire territory, its institutions—such as local governments and schools—often collapse or are replaced by the informal structures of these non-state actors.
