Section 7 of the 1999 Constitution guarantees the existence of local government councils as the third tier of government. The Constitution prescribes their structure, finance and functions, aiming for them to be responsive and accountable to citizens at the grassroots level.
While they are theoretically autonomous, in practice they struggle with financial independence because of the State Joint Local Government Account (SJLGA).
