please i don't really agree that the major problem of nigeria civil service is inadequate perssonal.
i think it is corruption and political interferance.
inadequate personnel is the correct answer.
you cant pick corruption because corruption is the general name given to crimes in government offices.
eg inadequate personnel is corruption
embezzlement of public or government funds is corruption,
lack of accountability and not able to excise the work given to any government workers or office holders is corruption.
so corruption is just a title given to those criminal acts in government office.

I do not agree with the provided answer (A) because: Inadequate personnel means Insufficient personne. Meaning that there are not enough personnel in an organization. So A cannot be the answer.
The most appropriate answer is option C (corruption), which may also be influenced by politicians or directly don by civil servants.
