The best answer is C. It helps to discipline personnel in the civil service. Which is one of the reasons for delegating power of legislation to certain government departments, corporations, ministries and agencies.

Hmm. I do not fully agree with option D. The use of the word 'non-technocrat', make that choice negative. I go with option A. Through delegated legislation, other bodies (experts/technocrats) take part in the law making process. Lawmakers could learn from them and become expert in legislation
