The correct option is option C because a quasi federal system (both federal and unitary) was adopted and not all unofficial members participated due to the fact that the conference had a national outlook and some of them might have been excluded, unavailable or uninterested .
Thanks for correcting , I'll check on it but I've reported some questions in Islamic Studies and got no response for it
