I understand why y'all chose A but Right to Redress does not just involve fair hearing, it's more than that.
It means right to seek compensation or settlement against unfair clinical procedures or malpractice, unscrupulous exploitation of service receiver by the service giver (Law courts) In other words you can seek appeal under another judgement (Option C) if you feel like that particular Judiciary is condoning scandalous indulgence.

It's actually C. In government redress can be sought through the judiciary/ Court not just fair hearing.
