Explanation

The main decisions of the General Conference of 1950 in Ibadan are:

(i) The 1946 Richards Constitution did not provide any power for the regional councils. This conference gave limited legislative powers to the regions.

(ii) Responsibility for ministers: The conference agreed that a council of ministers with reponsibilities, should be created, involving Nigerians.

(iii) Wider Regional legislature: Regional legislature should be created and made wider to accommodate more representatives.

(iv) Increased legislative powers: With increased autonomy of the regions, there should be a corresponding increase in their legislative powers.

(v) House of Representatives: To be enlarged, making room for more representatives

(vi) Increased seats: Northern Nigeria was to provide half of the seats in the House of representatives or 50% of the seats.

(vii) Revenue allocation commission: The conference agreed that an independent commission should be constituted to be in charge of revenue allocation.

(viii) Powers of the tiers of government: The powers of the tiers of governments were defined and in case of conflict, the powers of the central government should supersede.
