Explanation

The structure of military rule in Nigeria under the Babangida Administration up to 1990 followed the following pattern:

(i) The Armed Forces Ruling Council: This council was composed of some top ranking military officers, service chiefs, Inspector General of Police, the Attorney - General of the federation with the President of Nigeria, as chairman. This was the supreme council involved in both policy making and legislative functions at the same time.

(ii) The council of ministers : The President of the country was the chairman while the vice president and the ministers (some were civilians and others military men) made up this council. It was involved in executive functions.

(iii) The National Council of State: Members were the Head of State, Chief of General Staff, Minister of Defence, Service Chiefs of the Navy, Army and that of the Air force, the Inspector General of Police, the military Governors and the Attorney -General of the federation. Former Heads of. States also formed part of the council. They were responsible for the coordination and harmonisation of the work of the state governments.

(iv) The Judiciary: It maintained the same status as in the civilian period. The Chief Justice of the federation was the head of the judiciary. Part of the judiciary was the different tribunals set -up. Judges and military officers were appointed into the tribunals to handle cases.

(v) The civil service: The head of the civil service was the Secretary to the Military Government. With the 1988 Civil Service Reforms, permanent secretaries were replaced by Directors - General.
