The Clifford constitution introduced new legislative and executive councils. The Clifford Constitution created a new Legislative Council for the Colony and Protectorate of Nigeria. This was a significant development as it allowed for limited African representation in government. Although the majority of the members were still British officials, it marked the beginning of a legislative process that included Nigerians.
