The answer to this question is either a state or a polity.A state is a politically organized body of people occupying a definite geographical territory with an organized government entirely free from external control and with coercive force to secure obedience from it's citizens and others.The only difference between a state and a nation is that a nation is only made up of an homogeneous people with one culture,race, tongue, language but they can be scattered in different countries.they are not politically organized neither are they territorial bounded unlike a state.
