At first I thought the provided answer (D) was wrong and took B to be the correct answer, until I read with extreme carefulness. Pls always note every single word used. In the above question, we have key words to be "...lowest levels of government..." and we know the 3 levels of government are Federal, State and Local government, with Local government as the lowest.
Therefore, transfer of powers to LG is decentralization of government.
