Please the correct answer is Lyttleton constitution. Richards created regions without power to make laws. Macpherson gave them partial autonomy, but lyttleton allowed for true federalism.

Yes! In Clifford constitution 1922 Nigeria was divided in to province but in Richard time Nigeria was divided in to region, so d region av internal authority

I will go with the Macpherson constitution of 1951.Arthur Richard constitution of 1946 introduced regionalism in Nigeria but this regions were not granted authority not until the introduction of John Macpherson constitution
