The Sirte Declaration (1999), which called for the creation of the African Union (AU), was adopted in Sirte, Libya.

The Constitutive Act of the African Union (the actual charter establishing the AU) was signed in Lomé, Togo, on 11 July 2000 during the 36th OAU Summit.

The 37th OAU Summit in Lusaka, Zambia (2001) focused on finalizing the transition to the AU.

The AU was officially inaugurated in Durban, South Africa, in 2002.
