Sovereignty can never be an attribute of government rather it is an attribute of a state because, government comes and go whereas state remains. And sovereignty is the absolute power of a state to exercise supreme legal authority over its own affairs within its territory, without any form of external control. So one of the attributes of government is political power. Please choose your answer very well to avoid leading people astray.

(A) Political power is right. Talking about sovereignty, it is the complete or absolute power a state(country) has over the citizens. The power of a state is exercise by individuals known as the sovereign. Symbolically the sovereign is the government because, they make laws and enforce them without any external influence.

The correct answer shoud be political power. Because a government does not exercise soverignty rather political power over its citizen. It is the state that has soverignty both over the government and its citizen.
