It can't be C because the AU is actually a continental organisation which the continent is Africa. Regional, Continental and international organisations are within the context of the origin of formation of the organisation and the members it is made up of and in AU's case it is Africa and Africans.
However, the question is the power to intervene in member states and the answer will be supernational organisation C

The AU is an international organization simply by virtue of its composition: different countries make up the Union.
The power to intervene in the internal affairs of member countries make AU a SUPRANATIONAL organization.
