Counter-trade refers to a system of trade in which goods and services are exchanged partly or wholly instead of using cash, often used to conserve foreign exchange. Counter-trade policies were introduced during the military regime of General Ibrahim Babangida (1985–1993) as part of economic reforms and structural adjustment programs aimed at boosting local production and managing scarce foreign currency reserves.
