Abeg guys I'm so sorry
C is the correct answer, I made some research and found out I was wrong
Delegated legislation is defined as the act of transferring powers and functions through the Acts of Parliament to other organizations such as ministries, public cooperations.
Laws made by these bodies are referred to as bye laws. Parliament finds it more convenient to lay down the general principles of laws and then leave the administrative and technical aspects to these other bodies whose powers are delegated by the Parliament.
Ref: Essential Government ๐

Statutory rules is the most common form of delegated legislation. So,C is the best option for the question.Meanwhile,(D)made by local government is also correct but not the most common form of delegated legislation.Thanks.

Delegated legislation is a law, rule or regulation which is made by authorities, bodies or persons other than the parliament but under the permission or authorization of parliament to do so. (Examples include bye-laws, order in council, provisional orders, statutory instruments, warrants etc)
