It is (a)Majority rule. In a democracy, the minorities (the people) vote/elect candidates which will be put in certain positions of power. The electorates when in power will be the majority.
The people in power also use majority in a sense when making the decisions. For a example a council can bring up a proposition in a meeting and have to choose whether or not to go with the propostion or discard it. They vote and for whichever choice had most votes, it is said that the majority carries the vote and the decision chosen by the majority will be used.
