A parliamentary system is a system of democratic governance of a state where the executive derives its democratic legitimacy from its ability to command the confidence of the legislature, typically a parliament, and is also held accountable to that parliament. In a parliamentary system, the head of state is usually a person distinct from the head of government. 2. In a Parliamentary government the ministers are drawn from the legislature. As ministers, they are part of the executive. They also remain members of the legislature. Thus the dual identity of ministers con to a harmonious relationship between the executive and the legislature.
3. Absence of Separation of Powers: In the parliamentary system the principle of separation of powers is not adopted. Here the three departments of government work in close, intimate contact, sharing some of the powers and functions of one another.
4. The Prime Minister is the leader of the C of Ministers. On his advice, the ministers are appointed and dropped. They stay in during his pleasure. He presides over the meetings of the cabinet. He exercises preponderant influence in domestic policy as well as foreign policy.
