This does not have to do with the head of state or government...it has to do with the organs of government :executive and legislature ...their powers are therefore characterised by "fusion of power"
Its supposed to be fusion of power cus parliamentary system doesn't share it's power between legislature judiciary and executive

Why is it fuse when the head of state is different from the head of government.....please you guys should check it properly and correct your mistakes
