In Nigeria, the Council of State performs an advisory function. Under the Constitution of the Federal Republic of Nigeria, the Council of State advises the President on important national matters such as:
Appointment of key public officers (e.g., Chief Justice of Nigeria, Chairman of INEC)
National census
Award of national honours
Prerogative of mercy
Declaration of state of emergency
It does not make laws (legislative), try cases (judicial) or conduct formal investigations.
