Under the Clifford Constitution (1922), the Legislative Council’s authority applied mainly to the Southern Provinces (and Lagos). The Northern Protectorate was excluded from its legislative jurisdiction because it was still governed separately through indirect rule under the Governor and local traditional authorities.
