Although Switzerland began as a confederation in its early history, this system ended with the adoption of the 1848 Federal Constitution. Under the current arrangement, the cantons are no longer sovereign but are subject to the supremacy of the federal constitution. Switzerland now has a strong central government with clearly defined powers shared with the cantons. Therefore, Switzerland today operates a federal, not a confederal, constitution.
