A confederation is a loose association of sovereign states, and Switzerland used to operate under this system. Before 1848, it was a confederation of largely independent cantons. However, in 1848 Switzerland adopted a new constitution that created a strong central government while still preserving cantonal autonomy, with sovereignty shared between the federal government and the cantons. These are features of federalism, not confederalism. Switzerland is often mistaken for a confederation because of its history and name, but in constitutional reality it is a federal state.
