The selected answer is wrong simply because one of the main characteristics of a sovereign state is the existence of a politically well organised government and whearas a national state is characterised with a government which might be organised or not which shows it's a vary feature of a national state but fixed under a sovereign state and here we're concerned with a fixed answer
