No the answer is the prime minister becase in the 1963 system of government the prime minister was given the right to perform executive functions as the head of government such as giving assent to bill
while the president only performed ceremonial functions

1963 the queen of england seized to be the head of state of nigeria,then nigeria practiced a presidential system under a ceremonial head.....and the constitution laid that the president will be the one to sign all bill passed in by the legislature before it becomes a law

Does the prime Minister perform the ceremonial function of assenting to a bill in parliamentary system of government?

Even then Presidential assent was necessary and essential to make a bill law.
