Under the Babangida administration, the political bureau recommended at the federal level
Under General Ibrahim Babangida’s administration (1985–1993), the Political Bureau (1986) was set up to recommend a suitable political structure for Nigeria. At the federal level, the Bureau recommended: a two-party system (to reduce ethnic and regional politics), and a unicameral legislature (to reduce cost and encourage efficiency).
Although the 1989 Constitution eventually adopted a bicameral legislature, the Political Bureau’s recommendation itself was unicameral + two-party system, which is what the question is testing.
