The Secretary General of the Organization of African Unity (OAU), which has since been replaced by the African Union (AU), was appointed by the Assembly upon the recommendation of the Council. The Assembly is the highest decision-making body of the OAU, and the Council, which consists of foreign ministers or representatives of the member states, would recommend a candidate for the position.
