Political neutrality is definitely not the right ans to this qus. The right and must be B bcos lack of professionalism prevents one from performing his/her duties adequately.

The answer is absolutely wrong, only the civil servants possess political neutrality, in my own sense lack of professionalism is the most relevant answer.
