option b is wrong
the answer should be c because the federal and constituent units existence is to diffuse the political power of the country and not functional conflicts

avoindance functional conflict can only be found under seperation of power because each arm of government are performing their function...
But, under federalism power is constitutionally shared to diffuse political power because in one way or the other federal and state can share duties, federal alone also....
