I doubt this answer,........I think its A cause its not until you register with a party that you can vote,you have your free will to or to not join a party but you can vote if you do either of the two,.......so I will go for A except some1 proves me wrong with a genuine explanation

Both your answer and your explanation are wrong.... Going by your answer means that most people in the state do not actually practice or participate in politics... Whereas the easiest and basic way of participation is voting during elections because it cuts across politics except if totalitarian
