I don't think its economic,.........I think its A-labour
Reason(s):-
After a long study on the internet and textbooks this is what an economic union is:- An economic union is a type of trade bloc which is composed of a common market with a customs union. The participant countries have both common policies on product regulation, freedom of movement of goods, services and the factors of production (capital and labour) and a common external trade policy. The countries often share a common currency(exception to ECOWAS which has different currency),a very good example is ECOWAS. While on the other hand A labour union:- is an organisation of workers who have banded together to achieve common goals such as protecting the integrity of its trade, achieving higher pay, increasing the number of employees an employer hires, and better working conditions. The trade union, through its leadership, bargains with the employer on behalf of union members (rank and file members) and negotiates labour contracts (collective bargaining) with employers. The most common purpose of these associations or unions is "maintaining or improving the conditions of their employment and a very good example(Trade association) is Manufacturers Association of nigeria(in relations to Cotton Producers Union).,..........the relationship which might seems A and B above is correct is this by:-----mancur olson,in 1982 argues that groups such as cotton-farmers, steel-producers, and labor unions have an incentives to form lobby groups(pressure groups) and influence policies in their favour. These policies will tend to be protectionist, which will hurt economic growth;but because the benefits of such policies are concentrated, and their costs are diffused throughout the whole population, there will be little public resistance to them. As distributional coalitions accumulate, nations burdened by them will fall into economic decline
In conclusion,I will say A above is the correct answer, economic union has to deal with international union formed(an agency under ECOWAS) to regulate Cotton producers in west africa or other Organisation for the regulation of cotton producers worldwide for economic reasons(example is OPEC for petroleum producers) but Labour union is the pressure groups Cotton producers(farmers) belong to locally,..............Ans for me is A-labour

B is correct
The Cotton Producers' Union represents an economic pressure group. As the name suggests, this pressure group is made up of cotton producers who come together to promote and protect their economic interests.
