How can the Central Government Legislate for the component Government and we still have State House Legislature? Or we now don't know what 'Legislate' means?

In a confederation, the component units are stronger than the centre which is why it’s not necessarily preferable especially when compared to the federal system because of it’s loose structure and it secession tendencies.
