The type of government in a state can significantly limit the expression of public opinion. In authoritarian or dictatorial regimes, for instance, the government may suppress or control the expression of public opinion through censorship, propaganda or limiting freedoms such as freedom of speech and the press. Citizens in such systems may fear retribution if they openly express opinions that contradict the government's policies.
