It simply means; the machineries set aside to organise the state, manage its affairs and administer its functions and duties. This is gumptious through the esterblishment'f the organs of government(Legislature, Executive and the Judiciary) to enable perfect organisation. Because if there's no persnonels to regulate the state which constitutes different kind of people as their aims and pursues differ too, the state/society will just degenerate into what THOMAS HOBIES called #primitive society; where life was brutish, nasty and short.

govt as an institution of the state comprises of bodies which formulate policies and lay down laws for the guidance of the citizens in a geographical entity. The arms of govt are responsible for carrying out these functions i.e the legislature, the executive and the judiciary. The primary function of the legislature is to make laws and formulate policies, the executive arm of govt is vested wit the sole responsibility of implementing those laws and policies made by the legislature on a daily basis while the judiciary must interpret the laws.

It helps the citizens to make decisions and feel free to say anything in the government without any obstruction or fear
