The correct answer is simply decentralization thats option E.

Devolution and Deconcentration are both forms of decentralization. devolution of power is semi autonomous where the center is not involved while deconcentration still have element of centre control.

Decentralization itself is the constitutional sharing of powers among the tiers of goverment ie all the functions of government such as defence, education, transportation, currencies, agriculture, foreign affairs etc. where they belong to either exclusive, concurrent or residual list and that is why it is a feature of federalism.
