C is very correct.... Deconcentration is the process of setting strategies or policies for the subsidiary territories in the state by putting recognized personnel in place with the center remaining in control.
Devolution and Deconcentration are both forms of decentralization. devolution of power is semi autonomous where the center is not involved while deconcentration still have element of centre control.
Decentralization itself is the constitutional sharing of powers among the tiers of goverment ie all the functions of government such as defence, education, transportation, currencies, agriculture, foreign affairs etc. where they belong to either exclusive, concurrent or residual list and that is why it is a feature of federalism.

The right answer is C. Deconcentration has to do with the regions acting on behalf of the central government who has control over them but in Devolution, the regions are given autonomy(independence) to make laws for their regions with the central government being involved
