Answer is "C". The exclusive list was always for the central government to deliberate on while the Concurrent list is where both the central and the state share power. This According to Oliver Lytletton constitution of 1954. The powers were being demarcated in three lists *Exclusive list (central gov.t only)
*Concurrent list (Central&state gov.t)
*Residual list ( state and the Local level)
