"A" is correct, reason is that a person who is a legal member of a state, has all right to exercise full political power. The right to vote and be voted for, therefore a person who has the right to be in this shoe is a bona fide member of the state, as it is well known that only one who is an Alien in a particular state do not have the right over the political power of the state.
