Answer is "C"...Just like Delgated legislation is know to be the act or process at which the legislator share some of his to a subordinate body, so according to the question...Delegated legislation becomes unavoidable when the issue at hand is more technical, that is an issue which looks a little cumbersome for the legislator. In such case, the legislator would be left with no choice but to delegate his power to subordinate body who has the capacity of taking adequate care of the Issue on ground. e.g a situition where by the legislator has to deal with something Scientific..in this case, the legislator has to share it power to someone who specialises on this .i.e a SCIENTIST. just for the scientist to solve the issue on ground, then the power is withdrawn back from him....
