The answer is A.. In the pre- colonial era, the Hausas had the most organised system of government, then followed by the Yorubas to some extent....but in the case of the Igbo pre-colonial system, the igbos were disorganised, in the sense that, there were no formally arranged system of ruling, they were all splited into different segment. E.g we have the "OFO" TITLE HOLDERS, "OZO" TITLE HOLDERS & THE AGE GRADE. This were the segments at which the igbos are splited into and thereby giving room for no central government

What result to the word 'stateless' is because no government in the state. A state without government can't be organized.
