The correct option is A. 1960 because we all know that the Lyttleton Constitution of 1954 was the one that established the internal federation of Nigeria but 1954 isn't an option here. The only reasonable option is 1960 bcuz when we gained independence Nigeria was referred to as the "Federation of Nigeria" and the other options are wrong bcuz they didn't bring about the formal Federalism in Nigeria.
