A is the answer. Reason being that when a Civil servant is Neutral .i.e not belongin to partisan politics, this will enable the civil sevants to work effectively, even when the available government those suite their interest and also there is a high level of efficiency at all time due to the fact that the Civil servants do not change. i.e PERMANENCE....no matter the rate changes that occur in the government...
