is it possible to get admitted if I don't meet the departmental cut off mark...

is it possible to get admitted if I don't meet the departmental cut off mark but meet the overall aggregate calculation
for instance, a university departmental cut off mark for accounting is 240 and 70 aggregate. but I have 220 and based on my olevel and post utme support, I met the aggregate which is 70?
