please I went to a cbt center to change my second choice of institution to...

please I went to a cbt center to change my second choice of institution to Nile University and I was told second choices are not being considered in admissions that I should get the admission form for the school when I am offered admission then I can come and change my first choice to Nile University. I want to verify this and get a proper guideline on what to do .Thanks?
